Cheapest PPL and Hour Building in the UK (2026 Prices)
How to compare UK PPL training costs, prepay tiers and hour-building blocks, and when learning in Florida stops being cheaper once you convert back.
Figures last updated 16 Oct 2026. Current prices are in the fuel price table and on each airfield’s page.
The cheapest UK PPL comes from three choices: training in a two-seater, using a prepaid hourly tier where sensible, and flying often enough to complete the syllabus close to the legal minimum hours. For hour building after the licence, the lowest headline rate per hour is rarely the cheapest flight once fuel, home landing fees and block expiry rules are accounted for.
The full school-by-school database and course calculator can be found on the PPL cost comparison page. Below is how to evaluate quotes, cut the direct flying bill, and calculate the true all-in cost.
What a UK PPL actually costs
Published school packages often quote only the flying hours required for the legal minimum (45 hours). In practice, the UK Civil Aviation Authority (CAA) average completion time is between 55 and 60 hours. In addition, mandatory non-flying fees add roughly £1,600 to £2,000 on top of any flying quote.
| Course Scenario | Flying Hours (Dual + Solo) | Direct Flying Cost | Mandatory Extras | Realistic Total |
|---|---|---|---|---|
| Legal Minimum | 45 hrs (35 dual / 10 solo) | £9,200 – £11,500 | ~£1,800 | £11,000 – £13,300 |
| UK Average | 55 hrs (45 dual / 10 solo) | £11,400 – £14,200 | ~£1,800 | £13,200 – £16,000 |
| Weather Buffer | 65 hrs (55 dual / 10 solo) | £13,600 – £16,900 | ~£1,800 | £15,400 – £18,700 |
The mandatory non-flying expenses every student pays include:
- Class 2 Medical: £180 to £260 (payable directly to an Aeromedical Examiner).
- Nine CAA Theory Exams: £450 to £540 (£50 to £60 per exam sitting).
- Flight Radiotelephony Operator's Licence (FRTOL): Practical test fee of £120 to £175.
- Flight Test Examiner Fee: £250 to £350, plus the aircraft rental for the 2-hour test flight (~£400 to £500).
- CAA Licence Issue Fee: £214.
- Equipment and Study Materials: Headset, navigation ruler, chart, flight bag and logbook (~£250 to £450).

Three ways to cut the training bill
1. Fly a two-seater instead of a four-seater
A two-seat training aircraft such as a Cessna 152 or Robin HR200 typically costs £30 to £50 less per hour wet than a four-seat Piper PA-28 Warrior or Cessna 172. Over a 55-hour course, choosing a two-seater saves between £1,500 and £2,500 in rental fees with no difference in the qualification received. Once licensed, converting to a four-seater takes only a couple of dual check flights.
2. Take advantage of prepay tiers (with caution)
Many UK clubs offer a discount if you pay in advance, either as a lump sum deposit (e.g. £1,000 to £3,000 in club credit) or by buying a 10-hour block. Prepay tiers typically shave 5% to 10% off the dual hourly rate (worth £15 to £25 per hour).
Three rules protect your money when using prepay:
- Never deposit more than you can afford to lose. If a school enters administration, prepaid hours are unsecured credit.
- Verify fuel surcharges. Some schools advertise a low prepaid rate but add an uncapped fuel surcharge per hour that erases the saving.
- Check refund rules. Ensure credit can be refunded if you move area or fail a medical.
3. Fly weekly rather than monthly
Flying once every three to four weeks leads to skill fade, meaning the first 20 minutes of each lesson are spent relearning what was covered previously. Students who fly once or twice a week consistently finish within 50 to 55 hours, whereas students flying monthly frequently require 70 hours or more. Frequency is the single largest saving that costs nothing.
How to compare hour-building quotes
After qualifying, pilots building hours toward a Commercial Pilot Licence (CPL) or instrument rating need roughly 100 hours of Pilot-in-Command (PIC) time. Schools sell hour building as prepaid blocks (10, 25 or 50 hours) or discounted hire tiers.
| Metric to Check | Favourable Terms | Watch Out For |
|---|---|---|
| Fuel Basis | Wet rate (fuel included at pump price) | Dry rate where club fuel prices exceed airfield retail |
| Time Accounting | Tach / Hobbs flight time (brakes-off to brakes-on) | Full block time (chocks away to chocks on) |
| Home Landings | Unlimited free touch-and-goes and full stops | Landings billed individually at £15 to £30 each |
| Block Expiry | 12 months validity or no expiry | 3 to 6 month cutoffs where unspent funds are forfeit |
| Away Landing Surcharge | Fuel reimbursed at receipt price up to club rate | No reimbursement for fuel purchased away from base |
The complete table of UK hour-building packages, sorted by lowest rate per hour, is maintained in the Hour Building Table on the PPL cost page.
Learning or hour building in Florida
Florida flying schools advertise rates that appear substantially cheaper than UK prices. However, converting an FAA licence back to a UK CAA licence depends on total flight time:
- Under 100 hours total time: The CAA does not grant direct recognition. You must sit all nine UK ground theory exams, complete UK flight instruction set by an Approved Training Organisation (ATO), and pass a UK skill test with an examiner. The repeat exams, ATO fees and travel costs routinely erase any initial hourly saving.
- Over 100 hours total time: Conversion is streamlined. You only need to pass UK Air Law and Human Performance exams, pass an English language assessment, and complete a skill test with a UK examiner.
Florida is rarely cheaper for a first PPL once flights, accommodation, car hire and UK conversion exams are added. For an existing licence holder building 50 to 100 hours of pure flight time in guaranteed good weather, Florida remains competitive.
Summary checklist
Before committing to any school or prepaid package:
- Confirm whether the headline rate is wet (fuel included) or dry.
- Ask whether home landing fees and circuit touch-and-goes are included or billed separately.
- Check if an annual flying club membership fee is required before training starts.
- Verify whether the aircraft hire is billed on Hobbs meter time, airborne tach time, or block chocks time.
- Review live school rates and hour packages on the PPL Cost Tool and Aircraft Hire Directory.
